Steps to Buying a Condominium in Singapore

It’s been so long since I last posted. My passion for translating lyrics has not waned but I embarked on a housing journey with my 20-year-long friend whom I have known since primary school.

We are not of age to purchase an HDB flat in Singapore under the Singles Scheme but we are done renting from the open market, fearing of rental hike when tenancy is up and pouring our money into strangers’ pockets.

We talked about it for a year, since the beginning of 2023, and finally started hunting for a condominium apartment (too broke for landed property) in April 2024.

It is thus far the toughest damn thing I have done in my life, so I thought writing a guide to Private Home Ownership could benefit you out there.

1. Hunting Phase (~1 month)

Before contacting agents, we had been shortlisting condominium apartments listed in PropertyGuru and 99.co apps based on our preferred locations and affordability. (Do note that singles are not eligible to purchase executive condominiums, so do filter mindfully.)

Finally, we brought ourselves out of our comfort zone and contacted the agents to schedule house viewings. (We did not need to have an agent as we did not have any property to sell, so we had to complete the purchase process on our own.)

After several viewings, we expressed our interest in a couple and started the haggling battle. (We went $300k lower than the listed price, on hindsight, we’re thankful that the owner did not shut us off. Eventually, we managed to secure a price that was $40k below valuation after three bargains. The moral of the story is don’t be afraid to haggle!)

During this one month, we also reached out to several banks to apply for housing loans. Not trying to promote any bank here but we were put off by how DBS/POSB treated us like children trying to waste their time. On the other hand, we were impressed by how OCBC respected us and referred us to a staff handling mortgage loans who followed up with us via WhatsApp.

We completed the housing loan application online and were guided with document submission. A law firm was subsequently assigned by OCBC to follow up with our property purchase (more details below).

2. Option Period (~2 months)

To secure the apartment at the price we asked for, we had to make an offer to purchase the property (via an ‘Offer to Purchase’ document) and transfer 1% of the purchase price, termed as ‘Option money’ to the owner to book the apartment.

The owner (aka vendor) had 7 days to accept the Offer.

Upon the acceptance of the offer by the owner (aka vendor), the owner (aka vendor) granted us (aka offeror or purchaser) the ‘Option to Purchase’ the property and the Option would expire in 14 days.

1. Offer to Purchase:

  • Definition: An offer to purchase is a formal proposal made by a potential buyer to a seller, expressing their intent to buy a property or item at a specific price and under certain conditions.
  • Binding Nature: Once accepted by the seller, the offer becomes a binding contract. Both parties are obligated to follow through with the sale under the agreed terms.
  • Process: It is typically a part of the negotiation process, and the seller can accept, reject, or counter the offer.

Example: A buyer submits an offer to purchase a house for $300,000, specifying conditions like inspection and financing approval.

2. Option to Purchase:

  • Definition: An option to purchase is a legal agreement where a seller grants a potential buyer the right (but not the obligation) to purchase a property or item within a specified time period, at a pre-agreed price.
  • Binding Nature: The buyer is not obligated to buy, but the seller must hold the property for the buyer during the option period. The buyer can decide to exercise the option or let it expire.
  • Consideration: The buyer usually pays an option fee to secure this right, and if they don’t exercise the option within the time frame, they forfeit the fee.

Example: A developer pays $10,000 for an option to purchase a piece of land within one year for $500,000. If the developer doesn’t exercise the option, they lose the $10,000, but they’re not required to purchase the land.

Key Differences:

Flexibility: The option gives more flexibility to the buyer, while an offer requires commitment once accepted.

Commitment: An “offer to purchase” becomes binding once accepted; an “option to purchase” gives the buyer the right, but not the obligation, to buy.

Within these 14 days of the ‘Option Period’, we had to meet our solicitor assigned by OCBC to sign the necessary documents (listed below) and prepare a cashier’s order for the exercise fee (4% of purchase price). (There is a service fee for issuing cashier’s orders.)

The ‘Option to Purchase’ document would also state the date of completion (i.e., the date of key collection). (The completion period for our purchase was 10 weeks; however, it is a negotiable period.)

My friend and I chose to purchase the property as ‘Tenants in Common‘. If one of us passes away, our share of the property will not pass automatically to the other share owner but will pass under our will or according to the Intestate Succession Act. One can choose to purchase as ‘Joint Tenants’ as well.

1. Tenants in Common (TIC):

  • Ownership Share: Each co-owner (tenant) owns a distinct, separate share of the property, which can be equal or unequal. For example, one person could own 60%, and the other 40%.
  • No Right of Survivorship: When a tenant in common dies, their share of the property does not automatically transfer to the other co-owners. Instead, it is passed on to the deceased’s heirs or beneficiaries, according to their will or the law of intestate succession.
  • Separate Interests: Tenants in common can independently sell, transfer, or mortgage their share without the consent of other co-owners.

Example: If two people own a house as tenants in common and one dies, their share may go to their children, not the other co-owner.

2. Joint Tenants (JT) with Right of Survivorship:

  • Equal Ownership: All co-owners (joint tenants) hold an equal and undivided interest in the property. Each joint tenant owns the whole property, not a percentage.
  • Right of Survivorship: When one joint tenant dies, their share is automatically transferred to the surviving joint tenants, not to the heirs of the deceased. This bypasses probate.
  • Four Unities: For joint tenancy to be valid, it typically requires the “four unities”: possession (equal right to use), interest (equal ownership), time (acquired at the same time), and title (same document).

Example: If two people own a house as joint tenants and one dies, the other becomes the sole owner of the property automatically, regardless of the deceased’s will.

Key Differences:

Transferability: A Tenant in Common can sell or transfer their share independently, while a Joint Tenant typically cannot do so without dissolving the joint tenancy.

Ownership Shares: In Tenants in Common, ownership shares can vary, while in Joint Tenants, ownership shares must be equal.

Right of Survivorship: Joint Tenants have the right of survivorship, meaning the property passes to the surviving owners. Tenants in Common do not have this right; each owner’s share passes to their heirs.

3. Nearing Completion Period (~1 month)

There were about 2 weeks which was quite peaceful, so peaceful that the entire experience beforehand felt like a scam.

Then, we received an email from our solicitor’s secretary, demanding our urgent attention and payment. The email also included documents proving that the owner had paid off property tax and maintenance fees, including the sinking fund, for the property.

[Balance Purchase Price] – [CPF Lumpsum (amount we decided to wipe off from our OA)] – [Bank’s Housing Loan] = [Outstanding Amount to be Paid in Cash]

We obtained another cashier’s order to pay the outstanding amount to the owner.

Also, we transferred payment to our dear solicitor (bank admin fees & solicitor’s costs and disbursements).

4. Key Collection on Completion Date

Happily headed to our solicitor’s office to collect (a darn lot of) keys. We only had to sign a document to prove that we had collected the keys on this date.

We were provided with the following documents too:

  • Collection Form (by Solicitor’s Office; which we signed)
  • Inland Revenue Authority of Singapore (IRAS) (Proof of Update of Property Ownership)
  • Certificate of Stamp Duty
  • Letter to Condominium Management (detailing notice of sale)

Finally, off we head to our home!

Microsoft Surface Pro – Crash!

Writing this post to comfort anyone who (still) holds faith in Microsoft Surface Pro. You are here because your Surface Pro, be it 4, 5, 6, 7 or 8 had crashed, you have tried all means to power on/off, reset your surface using a USB recovery drive, forced a shutdown/restart/boot or whatever, but none of it worked.

Also, you stay in Singapore where there is no physical service centre and the reviews online are scaring you. Me too.

I still had about 1 year of warranty, so I have nothing to lose if I sent my malfunctioned surface pro back for repair (actually I was very worried that they would return me a refurbished set with a million scratches).

[Please log in to the account that you have added/registered the surface pro to. If you have not added/registered the surface pro, just log in to any Microsoft account and register it.]

(2) Click on the device which you wish to repair.
a. You should see a “Start order” button, click that.
b. Answer a few questions regarding your device (e.g., issue type and elaboration on your issue).
c. Fill in the shipping address (the address you wish the courier will pick up and deliver to).
d. Select service method (select warranty if it hasn’t expired).
e. Select shipping method (select courier which will be free if your warranty hasn’t expired).
f. All is set, you will receive a confirmation email with an order number and some information regarding how to pack your device.

(3) Steps to take before shipping away your beloved device:

Step 1: Verify your serial number
If you have multiple devices, please make sure the device you return for service matches the serial number provided in the email. (Serial number can be found at the back of surface pro.)
 Step 2: Back up your device
The device you send over might be replaced if it could not be repaired. If you still can log in and access your files, back it up. If you cannot even log in to your laptop, you can say goodbye to the files in there unless the files are stored in OneDrive.
 Step 3: Erase your data
Once again, if you cannot even log in, you cannot erase anything. Well, you can hope that your laptop is so beyond repair that all your information is gone.
 Step 4: Prepare your device or accessory for shipment
Please pack your device carefully so that internal and external components are well protected during transit. Put lots of bubble wrap and make sure there is a box to hold everything because that is required by Singpost.


Surface Book customers: Remember to include both the Clipboard and Keyboard that were originally paired together to avoid your device being sent back to you unrepaired. (Once again, this instruction is only for Surface Book users, NOT Surface Pro.)
 Step 5: Schedule a pick-up for your shipment
SingPost will call you within two business days to arrange a pick-up of your non-functioning device or accessory. Please note that pick-ups are scheduled within a three-hour window, Monday – Friday: 9:00 AM – 6:00 PM.

(I missed the first call from Singpost which came at around 7pm and they called again the next morning at around 11am. Do keep a lookout for the call as it could be very troublesome if we missed the call.)

If you do not receive a call from SingPost, please call +65 6845 6485 and reference the order number to arrange a pick-up.

12 days after shipping my device away…

I received a Surface Pro in a sturdy box. I opened the box with trepidation. It looked new! I searched ‘high and low’ for scratches…I was very sure it was not the original device because I could remember where the scratches were and now there was no scratch at all!

I set up the device and was happy all is well thus far (using it to type up this post) 😊

May your experience with Microsoft Support be as good as mine!

What do we learn at a Standard First Aid Course? (Recap)

Last weekend, I completed and passed my Standard First Aid Course. My course spanned over two days, approximately 8 hours on each day. I feel that the course can be shortened if the trainers did not dwell so much on their personal stories (which some were not very relevant and I suspect exaggerations…).

I will be receiving the license shortly which will allow me to provide basic first aid for two years, afterwhich I will have to attend and pass a refresher course to renew my license every two years. I strongly encourage anyone reading this post to attend one! Who knows, you may be able to save the lives of your loved ones during an emergency.


Theory

The total number of slides I received was 212. Sounds daunting but trust me it is not that difficult! I have summarised the key points that you have to know before taking the Theory Test below. The test typically consists of 30 MCQs.

Things to know and memorise:
– First Aid is a form of emergency care/treatment to anyone who is injured or suddenly ill, before the arrival of doctor/nurse/paramedic. (Non-invasive treatment only!)
Reduce contact with body fluids: PPE > Gloves > Plastic bags > Bare Hands (To wash thoroughly afterwards!)
Primary Survey: “DRSABC” (AKA Doctors ABC) [This is very important as it will be tested in both theory and practical. D for Danger, R for Response, S for Shout, A for AED, B for breathing, C for Continuous Chest Compressions]
Recovery Position [To remember that if victim is breathing and unconscious, we have to put them in the recovery position to keep airway open until the paramedics arrive.]

( I was introduced to “My Responder App” which I find the function of locating the nearest AED super useful.)

HyperventilationDue to hyperventilation, there will be deficiency of carbon dioxide in the body. Do not use a paper bag to breathe in exhaled air again.
BleedingDirect pressure should be applied on the wound. Tourniquet is the last resort.
FracturesAn open fracture refers to a fracture in which there is an open wound or break in the skin near the site of the broken bone. Using a splint to secure to body part helps to reduce pain.
Soft Tissue Injuries“RICE” (R for rest, I for ice, C for compression, E for elevate)
BurnsWrap casualty with a big sheet of wet material if available and lie him/her on the ground and roll him/her.
Heart AttackOccurs when one of the coronary arteries is blocked by cholestorl deposits and/or blood clots. Place casualty in a comfortable position and assist him/her with own medication (if available).

Practical

Bandages: You will be taught how to use a triangular bandage and a roller bandage. For triangular bandage, you will be required to learn how to make a broad and narrow bandage, how to tie a reef knot and how to make an arm sling and an elevation sling.

Cardio Pulmonary Resuscitation (CPR): Mouth-to-mouth resuscitation is no longer a must. However, one can still perform mouth-to-mouth resuscitation if one is comfortable with it. Elbows should be locked, only heels of palm should be touching victim to direct force towards lower part of sternum.

Automated External Defibrillator (AED)
PurposeTo be performed with CPR to increase the chances of survival during a sudden cardiac arrest.
FunctionIt detects and analyses the heart rhythm to prompt the operator whether defibrillation is required. When a shockable rhythm (Ventricular Fibrillation) is detected, shock will be advised.
RecommendationThe usual AED is recommended for use on children above the age of 8 and the weight requirement is at least 25 kg.
AED DangersExclude AED dangers, namely metal, water and gas, before setting up AED.
Chest PreparationCut/remove clothing > Move necklaces away from the path between the pads > Shave hair at pads areas if necessary > Dry wet chest > Remove medication patches > Place pads four fingers away from Pacemaker (if applicable).
Placement of PadsThe electrode pads are to be placed one to the right below the collar bone and another below the left nipple.
Arrival of ParamedicsTo report the estimated duration of CPR performed and the number of shock given to the victim. To ask paramedics for the hospital which the victim will be sent to, and return AED to owner.

Citizenship Ceremony

Finally, I have received the letter (hard copy) to attend my Citizenship Ceremony. FYI, I renounced my previous citizenship in Oct 2019, everything was pushed back due to COVID-19.

Unfortunately for those of us who are attending the ceremony in the midst of COVID-19, we will not be provided with any food or drinks, heard from my parents who attended years back that the food was not bad :/

Collection of Form K & Birth Certificate

I hope that this post will smoothen your journey of collecting Form K and your Birth Certificate.

1. You must either receive a hard copy letter stating that your Form K (final renunciation letter) and Birth Certificate are ready for collection or you need to request an email confirmation that your documents are ready for collection. Usually the documents are ready for collection approximately 8 months after renunciation, but there might be unforeseen circumstances leading to your documents not being ready so you would not want to risk. (If you ask me if a phone call confirmation is sufficient, I would say no. However, that’s just my opinion.)

2. You do not need to book an appointment for the collection. Head down Consular Section of MHC between 2.30pm to 4pm, Monday to Friday. Would suggest you start queueing at around 1.45pm as there were already ~30 people in front of me when I arrived at 2pm sharp. I queued under the sun for about half an hour. (Photos below may also encourage you to bring along an umbrella and be an early bird.)

3. Bring along the following documents (Original and two photocopies each in A4 size paper):

i) Singapore IC or 11B Card (photocopy front and back of the document)
ii) Singapore Passport (bio-data page only)
iii) Singapore Citizenship Certificate* (photocopy front & back of the document)
iv) Deed poll / Baptism (if name has been changed / if applicable)

Also, you must bring along the letter stating documents are ready for collection. If you do not have the letter, get ready to show your email confirmation to the officer.



*If you have not received the Singapore Citizenship Certificate, please email ICA (ICA_Citizenship_Unit@ica.gov.sg) to request for a soft copy of the certified true copy. Two photocopies of this is needed as well.

4. At the guard house, you will have to scan QR codes for SafeEntry and Health Declaration (https://docs.google.com/forms/d/e/1FAIpQLSd_tUssXY3b4EC236Cl4MBtvPd4p0J98Ay-RwVxDZLD4BXoeg/viewform). (Just in case you need help for English, you can read through the questions beforehand.) And as usual, use one of your cards with your NRIC/Name to exchange for a pass to enter.

5. Go to Consular Section. You do not have to take a ticket at the ticketing machine. Just queue at Counter 1 and the officer will collect the necessary documents from you. Next, you just have to sit down and wait.

6. Waited for about 10 minutes for my name to be called. Collected Form K and my Birth Certificate after signing on a document and headed out to get back my card at the guard house.

7. Went home to scan the front and back of Form K and emailed the soft copy to ICA (ICA_Citizenship_Unit@ica.gov.sg).

DONE! I do not think I have to return to MHC for the rest of my life!
